Most deck work involving structural changes in Westchester County municipalities requires a building permit. This includes new deck construction, structural repairs to framing and ledger connections, adding or changing stairs, and changing the deck footprint. Staining, board-for-board replacement, and railing upgrades generally don’t require permits, but the rules vary by municipality — Yonkers, White Plains, New Rochelle, Scarsdale, and Rye each have their own requirements.
